A backpack rain cover and a dry bag do different jobs. If you carry spare clothes for the family, it helps to know which problem you are trying to solve before buying either.
Protect the things you need to stay dry
A rain cover sits over the outside of a backpack. A properly closed dry bag separates selected contents inside it. That can be useful when one coat is already wet or you need to keep a change of clothes together. Neither is a reason to submerge the pack.
Start with the most important dry items, then group them so you can find them quickly. One bag per person may suit a family better than one large bag that everyone has to rummage through. Use dedicated protection for electronics.
For Christmas, ask what the walker already has. If their backpack includes a cover, a correctly sized internal bag may fill a more useful gap than another cover.
